Paradise on the Potomac

Marina Towers residents may have heard drilling and other noises across the fence at the Hilco Redevelopment site the past few days.   Hilco Redevelopment Partners’  (HRP) environmental consultant, Ramboll, has started its site characterization work. The PRGS Site Characterization Plan was approved by Virginia Department of Environmental Quality (VDEQ) in September.  That work is expected to continue for 3-4 weeks. Ramboll will be on site with a drilling subcontractor to complete soil borings, install monitoring wells, and collect soil and groundwater samples.  At the Sept 27 webinar, HRP officials said they will be testing the soil for traces of asbestos, petroleum and other harmful material.

Key pointers-

• • This sampling work is described in the Voluntary Remediation Program (VRP) Site Characterization Work Plan that has been approved by VDEQ and submitted to the City of Alexandria in September.

  • Sampling will be conducted by HRP’s environmental consultant, Ramboll, using hand tools and truck-mounted equipment.

  • Drilling locations will be cleared for subsurface utilities by Virginia’s “Dig Safe” service.

  • Sampling work will occur daily and limited to weekdays only through the end of the year.

  • Noise levels are not expected to be significant. The drilling is not expected to cause vibration. No traffic disruption expected during this work.

  • No major soil or groundwater displacement expected.

  • These samples will be analyzed for potential regulated materials that may be present on the powerplant site and will inform the remediation plan.
